Abstract
The role of a local government is large in welfare information system as a system administrator. It is possible enough for a local government to play the role. This research considers that possibility through an example. The condition for a local government to play a role is clarifying as welfare information and utilization of private sector vitality, such as outsourcing. Moreover, the requirements for a welfare information system should be not a performance oriented but reliability oriented.
