Abstract
Quantitative management is a key technology to software process management and improvement. Quantitative management requires organizations to author and tailor a standard development process and indicator set. However the method of authoring and tailoring is not well defined. In this paper, we propose a framework for authoring and tailoring software development processes with quantitative management. The framework systematically organizes organization/project-level procedures for planning quantitative management. In addition, we developed a system based on the framework and evaluated it. As a result, we confirmed that the system assists in planning quantitative management appropriately.
