Having introduced and criticized some recent articles on the population problems related to economic growth by E. M. Hoover, S. Enke, J. J. Spengler, H. Leibenstein and others, Prof. Kawakubo made a comparision between the early phase of industrialization in Europe and the contemporary underdeveloped countries suffering from a vicious circle in economic growth. He then concluded that the only means whereby a vicious circle can be avoidcd in the underdeveloped countries is by having p planned economy with an agrarian reform which lies outside the capital investment policies of advanced capitalist countries.
