Abstract
In this study, the unified description of the Regional Disaster Prevention Plan among the both of the support and the receive sides of local government can introduce to achieve the smoother and more effective response for regional cooperation during wide-area disaster. Referring to the cases of the Mid Niigata Prefectural Earthquake in 2004 and the Kobe earthquake in 1995, this research organized the elements of the framework for regional cooperation among the local governments in disaster area and in the non-disaster area, and analyzed the difference of the description of the Regional Disaster Plan.
