In this study, we set up the following hypothesis first; "the modifying method of emergency disaster control measures just after the occurrence, which only focused on failed measures, has remaining issues from a comprehensive perspective". After that, through the case of Tokai-mura on the Great East Japan Earthquake, we try to test of the hypothesis and reveal how that situation occurs. In the result, we find that standardizing the criterion of decision or action may obstruct the on-site measures suited to the occasion. In this situation, it is important to clarify the boundary between the part of standardization and the part of leaving to an on-site judgment.
