Abstract
The diffusion of the recycling of phosphorus from sewage system in Japan is still limited. Based on stakeholder interviews, problem perception of each stakeholder is analyzed and policy measures to promote diffusion are assessed. Three major issues for diffusion are cost issue, that is, deficit from recycling, inadequate quantity of production, and marketing need for stable transaction. Other policy objectives such as the need for environmental protection of closed sea and the promotion of eco-recycling society are also important. Technological innovation for cost reduction, Dosho-Imu with stakeholders with environmental policy objectives, and collaboration with local governments for securing quantity of production are important in the future.
