This system is much needed by not only health care provider but also patients in that speedy remedy is realized without proving provider's fault. However, as compensation system is established, there are a lot of issues, who pay contribution, how to limit of compensation area, who manage payment and is he or she neutral and professional... In this study, We should organize these issues, and make clear the position of current considered system. By this, Wehope this study help system construction in the near future.
