Abstract
We built the location equilibrium model which has three good points, i.e. 1) to use the fuzzy reasoning for describing the ambiguity and the complexity in the location choice behavior, 2) to use the GIS data for performing the detailed spatial analysis in urban area and 3) to make the rules of fuzzy reasoning according to generation for analyzing the change of urban population structure. This model evaluated the long-term effect that is the change of location distribution brought by the flood risk perception of citizens. As the result, the significance of implementing the promotion measure of flood risk perception was shown.
