The “Support Project for High School Students and Graduates in Employment,” launched by the Osaka Prefectural Board of Education and its Bureau in 2020 is an unprecedented initiative aimed at connecting the three policy areas of employment, education, and welfare in order to support not only graduates but also students at school through identifying difficulties in their work and life. How did the originator of this project, which is also the undertaker, propose to the Board of Education and its Bureau ? How was the proposal discussed in this organization ? What were the points of contention in the negotiations with the Finance Department ? What kind of schemes did the project include ?
Discussed by the Board of Education and its Bureau and the Finance Department, the final scheme of the project became one requiring a great deal of effort on the undertaker, because of lack of specialists outside the school to reinforce existing projects and the lack of on-site personnel through cooperation with administrative organizations. The project’s proposal shook the boundaries set by existing social and administrative categorizations and the systemic division ; however, because of the logic of educational administration and finance, it could not be rearranged easily. “Boundary spanning” of multiple policy areas is not easy.
