Recent trends of evaluation systems in eldercare in Sweden

Abstract

Municipalities in Sweden have introduced a voucher system in home care (valfrihetssystem) in Sweden. It has also become quite common for municipalities to contract out their residential care to for-profit providers. The National Housing Agency (Boverket) started to give subsidy not only municipal care residences, but also private care reseidences in general housing market. Number of private run “sheltered housing” (trygghetsboende) are also increasing by the subsidy. This new type of residence for elderly aims to prevent social isolation. There are municipalities which try to attract them instead of building residences for elderly by themselves. How is quality of care and policy evaluated in Sweden when we see this trend of privatization ? How people discuss evaluation of service quality ? This paper will examine to clarify these questions based on a field survey in 2023.
