Abstract

The paper analyze the outcome of the RSA, French program to maintain minimum income. Analyses are done in the nature of the program which seeks to enhance employment promotion, and also done in the practical process of execution which is not necessarily promoting employment. While RSA extends income maintenance to the working poor, a part of the eligible people don’t receive the benefits. On the other hand, labor and welfare sections effectively cooperated to lead the unemployed to work. RSA recipients, however, generally work with payments less than decent wage. Therefore, the changes into employment―oriented programs in public assistance have made low―level jobs in the labor market.
