Abstract

In enforcing the National Basic Living Security Act in 2000, the project for the self―supporting has also introduced to support the exit―poor of the working poor. The project for self―supporting has achievement more or less in 10 years, and their achievement has just focused on the economic independence of the recipient who participated in this project. Therefore, it cannot be free from criticism which it is insufficient of the result of employment and the rate of the exit―recipient.On the basis of this challenge, new project for self―supporting was searched for out of the previous project. Hope re―born project as the self―supporting of performance―management was eventually adopted.After Hope re―born project was adopted as the demonstrated program in from 2009 to 2012, it was achieved to raise gradually the total rate of the exit―recipient included the previous self―supporting project. Hope re―born project introduced the outcome―contract, which is not in the previous program, and the one―to―one customized case management. This project also motivated to work by the active policy which encourages to work connecting the support project of increasing properties, the Hope―rising bankbook.Hope re―born project implicates, to assist the employment for the working poor, not just to aim at the economic independence, alternatively, to set a new target to support oneself by removing their own multiple challenges.The significance of Hope re―born project is to search the effective direction of the policy for the recipient’s economic and social independence.
