Abstract
We have developed the system that supported an initial evaluation of opportunity, risk and justification of the project in an initial phase. It calculates the index of opportunity, risk and justification by using the checklist. And it supports a management strategy decision by project portfolio, the individual project status and an extraction of risk pending issues. Moreover, to improve an effectiveness of this system, a suitable checklist for the division that used this system was defined with the division member. In addition, a real project was evaluated by using this system, and the utility evaluation of the method was executed.
