Abstract
The risk evaluation is one of the important processes in the risk management. However, the neither analysis nor evaluation tool have been established of the risk management of caused by human error because of diversity of the factor and a complex causal relation. In this paper, it is proposed that the evaluation tool of the risk factor caused by human error using competency. The identification of the risk factor caused by human error becomes possible by using the technique, and the accuracy improvement of the risk evaluation can be expected.
