In this paper, I interviewed practitioners who played a coordinating role in cases that overcome or mitigate the problem of the lack of public transportation by building on-demand transport service with ICT. I investigated how the service was introduced and what were the issues and points in the introduction process. At the beginning of the introduction, there were 2 problems for users of services centered on elderly people; (1) the payment system supported credit cards only, (2) services available by people who can use the Internet and applications. After that, in addition to the change on the system, it was found that each driver overcomes the problem by responding to payment in cash in the car and by obtaining collaborators in the community such as neighboring residents who operate the equipment on behalf of the users.
