Abstract

The Open Governmennt movement is becoming even Japan. For example, the residents and companies create applications to improve the convenience of the residents by The Open Data held by the Government. Governments shoud develop and maintenance only core competence Information system. But core competence change in the Open Gov. This paper shows the goal of local governments' core competence information systems in the Open Gov.
