An Analysis of the Evolution of Technological Innovation System from a Historical Perspective

Abstract

This paper focus on the development of ITS(Intelligent Transportation Systems) in the U.S., EU and Japan during the period from late 60s to the beginning of 21 century, aiming to identify the factors which influence the structure of ITS in every period and make it change. The paper find out at the initial period, National Innovation System had a stronge influence to the Technical System and the government played an important role from R&D to implementation. However, at the development stage, the Technical System has been affected by Sectoral Innovation System acrossing the national boundary.
