5 years have passed since the East Japan great earthquake (2011) which the needs of open data was widely recognized. And 4 years have elapsed since the Japan’s first e-Government Open Data Strategy (2012). Then, the government has come up with "open data 2.0". I evaluated the deployment of open data initiatives in Japan. And I will propose the concept of the "Basic Act for Advancement of Utilizing Open Data" as a strategy to deal with the challenges that are left.
