Study of Accountability for Cultural Policy Based on Text Analysis of Minutes of Local Councils

Abstract

This paper aims to how local governments manage to achieve the accountability for the cultural policy. By analyzing the minutes of local councils, this study investigate what are the topics discussed and what are the interests of citizens. As a result, it finds that the topics includes construction, management and cultural programme of theares, and that privatization and cost cut have some impacts on the discussions.
