This study analyzes the differences in the adoption rates of Open Data Initiatives among municipalities within each prefecture. Specifically, it aims to elucidate how the involvement of prefectural governments and the collaboration between municipalities influence the advancement of open data efforts. By examining these factors, the research seeks to provide a clearer understanding of the dynamics driving open data adoption at the local government level.
