On September 6, 2018 Hokkaido Eastern Iburi earthquake struck in southern Hokkaido, the operation of the Tomato Atsuma power plant, which supply almost half of the electricity demand in Hokkaido, stopped. blackouts occurred in whole Hokkaido. In this report, we show what kind of vision is required for SSPS development by learned from past successful projects.
