Abstract
Unmanned aircraft are increasingly deployed as next-generation mobility systems; however, integrated risk assessment methods addressing both flight operations and occupational safety, especially in operational contexts, remain insufficient. This study compares the operational risk assessment method used for regulatory approval (SORA) with a safety risk assessment method used in occupational safety. The comparison clarifies differences in scope and assessment items,
indicating that reliance on either method alone may overlook certain risks. Based on these findings, an integrated risk assessment framework is proposed, in which SORA is applied first, and its results are reflected in the occupational safety assessment in stages. This framework will improve the efficiency of safety management of the operations.
