Japan is facing the challenge of declining population, except metropolises. Hinohara Village in Tokyo is no exception. Other issue is the declining total fertility rate. In 2018, the total fertility rate in Japan was 1.42, while in Hinohara Village it was 3.07. To ascertain the reason for the high total fertility rate, we visited Hinohara Village and interviewed its mayor, Mr. Sakamoto. This paper reports the contents of the interview.
