A Study on Constrained Rate Control Method using Inter Frame Prediction on Moving Picture Coding

Abstract

We studied a rate control method on moving picture coding by which the amount of codes is constrained per a few frames. As an initial step to realize it, we examined the adequacy of activity prediction. By using of this predicted activity picture rate is controlled.
