Abstract
This study aims at proposing the method for the urban infrastructure institution building to promote disaster education city planning in the basis of social capital development coupled with raising of residents' incentives among local communities. Herein, we have proposed the following two assumptions: (1) the urban infrastructure development should be based on residents' incentives to take secure refuge from expected tsunami disaster; (2) the social capital development duly enhanced through above-mentioned city planning process should contribute to reinforcing of tsunami disaster prevention potential in the areas. And verification is made through the case study on the above-mentioned city-planning process for the coastal zones of Yaizu-city.As a result, it could be concluded that social capital development plays a key role for arrangement of appropriate disaster-reduction city planning in the future.
