Abstract
Kaihin-NewTown is located in Mihama-ku, Chiba City, it was in the range of 1,000 ha, and it was developed from 1966 to 1980. The current population is about 109,000 and the number of households is about 51,000. Over 40 years after development, there are issues such as population decline, aging, declining birthrate, emptying of houses, lack of education and social services, immaturity of culture, decline of local economy. Regeneration of the new town requires comprehensive efforts not only by hardware but also by software for solving various issues. In this paper, I will outline the NP0 Chiba Regional revitalization research and the satellite campus of Chiba University which is implementing such comprehensive efforts. The development of the next stage of Kaihin-NewTown is “Share style town concept”. This is an attempt to change the structure and social system of the area by “share” of the resources of the town. By practicing this, a chance for individuals to engage in the community and a new “business” are born. This is the creation of a new type of town, not regeneration of the new town.
