Abstract
The purpoee of this study is to clarify the conference and adjustment system of apartment development in Japanese local city seen from resident autonomy organization. The main firdings are as follows: 1) The number of the apartments supplied from 1998 to 2007 in Japanese local city is an average of 6000. 2) The local cities which have specified the resident autonomy organization as a negotiator for high-rise building regulations are Niigata City, Nagano City, and Matsuyama City. 3) In the case of Fukushima City, administration is not taught to the resident autoromy or ganization and the developer about the conference and adjustment, However, according to the questiomaire result of this study, the resident autonomy organization which has deliberations before development is a half. 4) According to the case study of this study, in all the processes of apartment development, it is important that the resident autonomy organization is related to the conference and adjustment.
