Abstract
Animal welfare management administration has a mountain of problems, such as animal hoarding and ownerless cats, as well as a shortage of manpower in local governments. On the other hand, organizations that provide animal welfare services as volunteers also face problems such as excessive transfers of animals from local governments. In order to clarify the relationship between local governments and animal volunteers, a questionnaire survey on cooperation between local governments and volunteers was conducted in seven municipalities in the Kanto region. The results showed that there were differences between animal welfare promoters and registered volunteers in terms of activities related to animal welfare. The three municipalities wanted to strengthen cooperation with volunteers, but the increase in coordination paperwork was a factor hindering cooperation.
It was considered desirable to use the registered volunteer system, which can pinpoint municipal issues, as a complement to the animal welfare promoter system that conducts a wide range of activities. It is also expected that personnel with expertise, such as veterinary nurses, will play an active role in the field of animal welfare management.
