Abstract

This paper clarifies the factors behind the “increasing higher education” (in German, Akademisierung) that has occurred in Germany, that is, the shift in vocational training and qualifications in medical and care vocations, from further vocational education, which previously was not included in advanced education, to the area of higher education.

The upgrading of vocational training and qualifications in medical and healthcare areas in higher education is linked to the hierarchy of these qualifications. The shift to training at vocational schools is positioned as a response to this kind of demand. In Germany, there was a demand for teachers and leaders in vocational organs, and training and qualifications of leaders and management in these fields. In addition, the moving of workers between countries in Europe requires higher levels of vocational qualifications.

In Japan also, nurses, physiotherapists or those with other qualifications in medical and healthcare areas are trained in post-secondary schools, colleges or universities. This training and these qualifications should be coincident on several levels with the situations of those workers.
