This paper reviews the changes in social awareness and trends regarding the “bullying” focusing on research and policies before and after the enactment of the Act on Promotion of Measures to Prevent Bullying.
The results show that before the enactment of the Act, the “bullying” was dealt with “In school,” and was dealt with using pedagogy and psychology as metacognition, and the suffering of schools was clearly printed. After the enactment of the Act, the Act began to function in the direction of preventing violations of children’s human rights and guaranteeing children’s right to education, and it could be interpreted that the response to the “bullying” was socialized.
The results suggest that efforts to overcome the “bullying” are essential for the realization of well-being for children, teachers, schools, and local communities, for the entire nation and all of humanity.
