This paper clarifies how information technology and decentralization reform have influenced education reform and how they have been reflected in school libraries. It then clarifies how the Ministry of Education, Culture, Sports, Science and Technology thinks about its responsibilities toward school libraries, and analyzes why Article 6 of the 2014 School Library Law amendment (School Librarian) has become a dead article. Based on the analysis, this paper presents the issues that need to be resolved in order for school librarians to fulfill their roles.
