    Background. In the August of 2009, intensity 5-lower earthquake centred on Suruga Bay drew the attention and the efforts of a municipality with a nuclear power plant facility. As the disaster response to the Tokai Earthquake requires urgent attention, we will examine the response of this municipality (hereafter c-City) which may prove instructive for such efforts in the future.
    Aim. To propose improvements in response to the so-called Tokai Earthquake through an investigation regarding the government's response in terms of the medical aspects during the August 2009 earthquake.
    Method. A direct interview survey was conducted with two members of the disaster response section in c-City.
    Results. Opinions offered included the following: ‘We actively worked to secure safety in close contact with the nuclear power plant’, ‘We assembled the Self Defence Force and all relief-related organizations’, ‘We expanded the scope of relief funds for residents and conducted support activities through blue tarpaulin distribution’ and ‘It is important for residents to understand that medical resources are limited’.
    Conclusions. Independent disaster-related activities are required of residents while coordinating the confirmation of disaster tool use and integration of the contact system for relief-related organizations. Securing safety with nuclear power plant facilities and coordinating efforts to share such information with residents were raised.
