This study is the working about the local economic vitalization by collaboration among industry, government and academia that target Kawaba village, Tone County, Gunma Prefecture that is the agricultural mountain village of hilly and mountainous areas in Japan. 
It is difficult to solve the issue of the local economic vitalization for the agricultural mountain and fishing villages; rural districts not only in developing country but also in developed country. MILANO EXPO 2015 that main theme is the food problem measure due to population growth was held, and it was discussed about the existence of the local food production and local economic vitalization in districts in the EXPO. The working for the local economic vitalization in Kawaba village was evaluated in the originality of methods, so it was announced in “special lecture of the international symposium by Food and Agriculture Organization of the United Nations (FAO) and cooperative organization of the world” that had been held simultaneously in MILANO EXPO 2015. 
 There are six characteristics in the working for the local economic vitalization in Kawaba village that are ①multi-industry expansion based on the primary industry, ②sixth industrialization that can put out the uniqueness of districts and realize the high-value added, ③construction of division of roles and brand power by collaboration among industry, government and academia, ④suggestion of global brand originated from Japan considering the thought, spirit, sense of value, and history of Japanese dietary cultures, ⑤academic systematization of local information over the multi-industry, ⑥collaboration possibility among industry, government and academia in domestic and international country and districts. 
 This study is the report about the local economic vitalization strategy and system that has high feasibility and cost performance in the agricultural mountain villages; rural districts that is shortage of “human resource, material resource and capital” such as Kawaba village considering the issues for Japanese policy, existing local economic vitalization in the agricultural mountain and fishing villages; rural districts, food problem and tasks to vitalize the local economy.
