Floood disaster is not a physical problem but a socio-economic problem. In the foood disaster, we can see the conflict of the economy, social inquality and the gap between districts. Almost all damage affects socio-vulnerble people. After W.W. II .there was much flood damage in Japan. During the past 50years, there have been 4 peak periods of the amount of flood damege. But these periods had different socio-economic causes.
We cannot adjust to the flood disater only by hard constraction such as: dams, straight stream constraction, embankments, channels.
These kind of hard constraction requires a huge amount of money which will be paied by the next generation. Futhermore, we have no interest in the river.
We must investigate the total figure offlooddisaster, from warning to shock and recovery.
At all stages, counter vulnerability, it is useful to adjust inner-community actibity and outside relief. Inner-community activities such as: use of volunteers, lerning disaster sub-culture, making cooperation conquer the flood disaster.
