An extremely severe flooding took place in early summer of 1991 in the Yangtze--Huaihe Rivers with a loss of US $1.4 billions. In this region in past 40 years, all 3 extremely severe floodings and all 5 severe floodings were observed in same year or next year of El Nino event.
