It is impossible to introduce steady characteristics for images/videos even though stochastic process or statistics are applied. The examples of the steady characteristics are the Gaussian noise or the same luminance level on the whole screen. There are many methods to analyze the steady information sources and the analysis results accord to the real images/videos. In contrast it is well known that local areas in images/videos have similar characteristics. In this paper we focus on the local characteristics of images/videos. Using this characteristics we propose the novel method to convert general images to the pseudo-steady information sources. The applications of the proposed method is also discussed as a coding technology.
