In order to easily assess the damage caused by earthquakes in low- and mid-rise building complexes, this paper proposes a simplified method for assessing the damage ratio in real building complexes by combining a seismic evaluation method based on the energy balance and reliability theory. This method enables the effect of dissipation damping to be taken into account, and is effective for the evaluation of the largest foreshocks and aftershocks in addition to the main shock. A comparison of the damage ratio calculated using this method with the actual damage ratio from the 1995 Hyogo-ken Nanbu Earthquake showed that the two ratios generally matched with each other. In terms of applications, this method provides a standard for calculating the base shear coefficient of low-rise reinforced concrete buildings for continued use after an earthquake from the viewpoint of performance design.
