Abstract
In Winter Cities, which located in cold and snow climate region, original urban design approaches are required for planning livable spaces in winter. Author researched Winter City Design Guidelines in Prince George City and the role of ADP how to use the guidelines on the process of development permits. Winter City Design Guidelines are consisted of some respectable items, reducing snow removal, livable public spaces in winter, and so on. The role of ADP is very important on this process. Considerable items for urban design in winter shall be included in the Suggestion of ADP to Development Company.
