Abstract
This study analyses the process of the conversion of low-unused land to public space. The analysis clarifies the significance of strategic process design for producing public spaces by chain reaction. It includes following things; 1) planner should place the project in the framework of urban design for the whole downtown, 2) project operator should cooperate with landowners and local companies, 3) neighborhood join the making process of public spaces, 4) project manager provides a variety of action programs for neighborhood.
