The purpose of this study is to analyze the status and issues of municipalities’ cooperation on making of strategic plans for vacant housings. To find out the cooperation could help identify preferable cycles of building resources and network of people’s activity. Through surveys on municipalities which have already created a strategic plan for the vacant housings, this paper reports types of cooperation and roles of municipalities in it.
