One by One Negotiating Building Control System is a mechanism of negotiating and coordinating individual building plans by decision right holder of city planning before building permission or building certification by Specific Administrative Agency. One by one negotiating building control system by local government are widely used in central areas of big cities. But it is not used in local cities. One by One Negotiating Building Control System is effective for realizing the goal of urban areas in the declining population. Operational problems are as follows: Establishment of a review process to reduce administrative arbitrary judgment. Doing down zoning, because one by one negotiating building control system is a deregulation system as incentive for improvement of the building plan.
