Abstract

Many local governments are currently undergoing public facilities restructuring plans. In this research, we focus on ‘change of management entity’ which is to delegate the management of the property from local government to the private sector. Changes of management entities of the meeting place are conducted for facilities targeting small scale areas corresponding to self-government associations, and many of the change-destination of management entities are self-government associations. Although it is effective in the short term as a method to ensure the continuation of the activities of residents so far, it has become clear that the long-term maintenance has many issues.
