Abstract

This research investigates the role of the Residential Support Council of Toshima municipality in securing housing for citizen in need, especially for single-parent families. Although the council has been seeking a way to make use of vacant houses for those in need, the condition of buildings and the complexity of landholding relationships have been hindering the efficient use of the properties. Through the surveys, this study clarifies the necessity of the collaboration between stakeholders, such as real estate agencies, property owners and NPOs, to enhance the support system, among which the Residential Support Council can play a considerable role.
