Abstract

The purpose of this study is to clarify the impact of the participation of tourism operators in the process of disaster prevention planning by local governments. Izu City’s new Disaster Prevention Plan not only incorporates multiple measures in association with disaster prevention for tourists but also invents the idea of “tourism resource development related to disaster prevention.” Additionally, it reveals that the opinions of tourism operators, which were concerned about the reputation damage from tsunami disaster, strongly influenced discussions through the planning process.
