In modern provincial cities, the phenomenon of the decline of shopping streets in front of railroad stations is occurring. The causes can be surmised to be internal factors such as problems related to union organization and individual problems. In the present paper, we examine the causes of the phenomenon of decline with a focus on the Shin-Sakae Shopping Street in Fukui City. The results that among the problems related to individuals, it can be concluded that the problems faced by business owners and landowners are the causes of the phenomenon of decline of shopping streets.
