Abstract

In this research, we focus on the designated manager system that Komaki Library tried to introduce but failed to implement, and target four cases of Tagajo Library, Ebina Library, Takahashi Library that actually introduced the designated manager system, and Komaki Library. We will compare and verify the involvement of stakeholders such as the city, citizens, assemblies, and private businesses in these consensus building processes and the content that led to consensus building. Then, clarify the specific stages that should be passed through in the consensus building process, the goals of consensus building, and the necessary conditions for each stage.
