This study discusses the characteristics of settlement promotion housing development using PFI projects. The number of proposing developers has been limited since it has been difficult to enter into the business in local cities given the nature of PFI projects. On the other hand, by stimulating consulting services to encourage project applications and increasing non-price evaluations, some cases received diverse proposals, resulting in development of distinctive architectural forms and designs.
