This paper presents a comprehensive fire risk assessment analysis, focusing particularly on London’s Goad Fire Insurance Plan. The first section introduces the historical background of fire insurance plans (or maps) from the late 18th century in the USA to the Goad Fire Insurance Plan produced in the late 19th century, to better understand the modernisation of notation systems. In the second section, this paper identifies areas of London where these insurance plans were produced and implemented. Ultimately, by attempting to source criticism, this study aims to comprehend London’s modernisation and contemporary urban structure, drawing insights from these insurance plans.
