Abstract
The purpose of this study is to grasp the actual condition of activities and consciousness of citizen's groups taking part in town-creating activity based on historical properties in Hokkaido. There are diverse types of activity groups and historical prorerties taked part with them are also various. Many groups have interchange with other groups or public adminstration etc.. These groups have almost good self-estimate of activity and its results, and have the intention of continuing to activity. The other side, they have any problems such as the lowly public recongnition for historical affairs, the few funds and informations for activity and so on.
