Abstract
After 1995 Hyogo-ken Nanbu Earthquake, it has been clearly shown that the conventional disaster information systems were not sufficient for catastrophic case. Consequently, the intercommunications system is required regarding time, situation, and person who may concern. From this point of view, the intercommunications framework for disaster information system is proposed in this paper. Also it is expected that this study rise grass-roots consciousness of people against disaster. First, the significance of putting enormous amount of disaster information in order is discussed. Then giving concrete form to proposed systems, the concept of chart and prescriptions for disaster prevention are introduced, which are constructed from in ordered disaster information. The proposed framework is named AnSHIn-system. A mobile information unit AnSHIn-KUn (ANti Seismic Hazard INformation Keeping UNit) was developed as a part of whole system.
